According to Efoe, her graduates have been properly trained on vocational integration, health and safety, managing information systems, physical education, protocol and dress tips. “That is why our trainees (IVTC) were amongst the best results nationwide for the 2012/2013

academic year,” she added.

To her, this is the time for all the stakeholders; parents, sponsors and partners to enable IVTC accomplish it dreams, cautioning that no child with skills should be left behind. “We are gathered here to encourage our children individually and collectively, especially those who have worked hard,” she noted.

The 15th session of the children’s parliament brought together 180 children parliamentarians of both sexes from 10 regions of Cameroon under the theme, “Eliminate Harmful Social and Cultural Practices Affecting Children: Our Collective Responsibility.” The session emphasized on no to violence, negligence, degrading treatments and attitude that affects the physical, moral or psychological integrity of the child.

In attendance  were the President of the National Assembly (NA) Honorable Carvaye Yege Gibril, Vice Prime Minister Ahmadou Ali, Minister of Public Health Andre Mama Fouda, Minster of sports Bidoungkpatt Ismael, representative for United Nations Children Emergency Fund( UNICEF) Geoff Wiffin and the civil society.

The session started with the singing of the national anthem by the young parliamentarians. The president of the NA welcomed every one present and  expressed happiness for the occasion.  He called on Cameroonians especially parents to avoid child abuse which was the principal worries of all the children parliamentarians as they are the most vulnerable of the society. As an advice to his junior colleagues he asked them to be of good examples to their communities as they represent all other children in Cameroon.

Geoff Wiffin could not stop thanking the government of Cameroon for inviting all her partners to the ceremony. He said, “The vices of the African society against children have been the reason behind UN joining the African Union to find a long lasting solution.”
He added that all is geared towards the interest of the child and non-discrimination.

Geoff Wiffin said the UN is out to fight against female genital mutilation, harmful traditional practices, violence against children like torture and early marriages.  Mr.  Wiffin encouraged equality treatment for both poor and rich children and education of the girl child.   He acknowledged the government’s efforts with partners like Plan Cameroon and UN to change the situation with the following:

-The sensitization campaign since 2010 to stakeholders on harmful practices affecting children, building schools and training teachers, a draft law has been developed and a national action plan put in place to fight against female genital mutilation.

-The deadline for birth registration which has been extended from 30 to 180 days and a central registration office has been created.

-Inter-ministerial committee fight against human trafficking created under the leadership of the Prime Minister.

Geoff urged that more efforts be made concerning such practices like adopting the draft code of child protection and the code of persons and family which has been ready since 2008, increasing the minimum age of marriage to 18 for girls, putting in place a strengthened national child protection strategy for the better protection of the child’s rights.

Finally he called on religious leaders to continue preaching against such harmful practices and ended up with the word “Merci.”

During which they put forth questions to the ministers demanding to know what the government has done to solve some of the societal ills plaguing children. They were in turn given answers.

Honorable Florence Ngoyo, a form four student in government high school Limbe, was interested in knowing what solution has been found by the Ministry of Public Health with respect to the practice of female genital mutilation when it is done with unsterilized medical equipment.

As an answer to Ngoyo’s concern, the minister condemns the practice out rightly and said sensitization has been carried out.

To crown it all, Honourable  Mutuyimana Peace Mary from Douala advised that female genital mutilation be put to an end, abandoned children be taken care of , no discrimination against girl children, sensitization of parents against child labour, and the above points were unanimously adopted by the general house of the children parliamentarians.

C’est à la faveur de la clôture de la session de plein droit du 12 juin dernier que l’ossature complète du sénat camerounais s’est dessinée. Désormais le bureau du sénat compte 17 membres dont 5 femmes. Tous les observateurs s’accordent à dire que cette physionomie qui laisse une place importante à la gent féminine est à féliciter pour une institution qui fait son baptême de feu dans le paysage politico-administratif camerounais.

se résoudre à accepter son nouveau statut de troisième personnalité du pays.

Dans ce nouveau bureau qui se veut mixte et disparate, tous les partis politiques représentés au sénat y figurent en pôle position. Seul le cas du Front national pour le salut du Cameroun (FNSC) fait exception car le parti du ministre Issa Tchiroma Bakary n’a pas obtenu de place dans le bureau. Le sénateur Haman ABBO ne fera donc pas partie de la première équipe dirigeante du sénat.

Le principal parti de l’opposition, le SDF se contentera d’une place parmi les nombreux vice-présidents du sénat. L’UNDP occupera une place au secrétariat, au même titre que le MDR. Simple coïncidence ou volonté politique du chef de l’Etat, la composition du bureau a pris en compte plusieurs paramètres notamment l’équilibre régional, de sexe et même d’âge. A coté d’un président presque octogénaire et issu de la zone Bamiléké, nous avons un premier vice-président relativement jeune mais issu du nord Cameroun. Les régions du Littoral, du Sud et du Nord-ouest ne seront pas en reste. Elles ont chacune un représentant à la vice-présidence.

Tout porte à croire que désormais les choses vont s’accélérer au niveau de la mise sur pied des autres institutions mentionnées dans la constitution de janvier 1996 et dont l’opérationnalité n’est pas effective. Il s’agit notamment du Conseil constitutionnel qui devra, si le calendrier est respecté, être mis sur pied dans les brefs délais. Car nous avons une Assemblé nationale qui doit proposer des membres, le sénat aussi, le conseil supérieur de la magistrature et le chef de l’Etat enfin. C’est à partir de ce moment seulement que l’on pourra parler de séparation et d’équilibre des pouvoirs. Selon le professeur Manassé Aboya Endong, politologue et consultant dans plusieurs chaines de télévision, en l’état actuel des choses au Cameroun, nous avons une autorité judiciaire et non un pouvoir judiciaire.

C’est à la faveur d’une conférence internationale sur la sécurité dans le Golfe de Guinée

La rencontre se tiendra à Yaoundé les 24, 25 et 26 juin prochain sous la houlette du chef de l’Etat du Cameroun son excellence Paul Biya. L’annonce a fait l’objet d’une conférence de presse donnée hier dans les locaux du ministère de la Communication du Cameroun par le ministre Issa Tchiroma Bakary, porte-parole du gouvernement.

Les journalistes de la presse nationale et internationale ont donc appris en direct et de la bouche de la personne la plus autorisée que notre pays le Cameroun, a une fois de plus montré aux yeux du monde entier qu’il a à sa tête un grand homme. « Un diplomate » dont les œuvres crèvent l’œil des « aveuglent qui refusent de voir la réalité en face et qui continuent de salir l’image de notre pays à l’étranger. »

Pour la première fois, notre pays le Cameroun va recevoir un parter important de chefs d’Etat venus d’Afique centrale notamment de la RD Congo, du Rwanda, du Gabon, de la Guinée Equatoriale, du Tchad ou de la RCA. Ajoutés à cela, un nombre tout aussi impressionnant de chefs d’Etat et de gouvernements de l’Afrique de l’Ouest à l’instar de la Côte d’Ivoire ou du Nigéria voisin seront de la partie à Yaoundé.

Il sera question pendant ces trois jours d’échange entre les chefs d’Etat entre eux d’une part et entre les chefs d’Etat et la presse d’autres parts, sur les questions d’ordre sécuritaire dans la sous-région. Tout part du constat selon lequel le golfe de Guinée est une zone de transit très importante des stupéfiants et autres armes de destruction massives. C’est en quelque sorte la porte d’entrée de l’Afrique par laquelle passent tout ce qui attérit entre les mains des conosommateurs ou des ménages. Il se trouve que ces dernières années, le golfe de guinnée est devenu une zone de haute tension où se passent les transactions les plus inavouées. Cet état de chose est, selon les organisateurs du coloque international, la base des problèmes sécuritaires qui menacent les golfe de Guinée.

C’est donc pour apporter des solutions durables ou à tout le moins pour refléchir sur les conditions de sécurisation de la zone évoquée que les leaders politiques de la sous-région vont se réunir à Yaoundé. Rappeleons qu’en 2010, le Cameroun avait abrité une rencontre internationale du genre. On l’a alors appelée Africa 21.

Dr Richard Fru, Tradi-Practitioner and founder of Dr Fru’s Garden of Eden International Healing and Research Foundation, Buea, has said the government of Cameroon is not against traditional medicine but individuals in government circles who are taking advantage of their positions.

At a press lunch with more than 25 media executives from Yaoundé, Douala, Bamenda, Limbe and Buea that took place recently, in the conference room of Dr Fru’s Garden of Eden, Dr Fru explained that greed and corruption are slowing the progress of traditional medicine in Cameroon, despite the support from WHO and the AU, who are backing the promotion, growth and the integration of traditional medicine into the national health systems of member countries. “Traditional medicine is the bedrock of all medicine on earth and remains the future of all medicines,” he noted.

According to the Tradi-Practitioner inaccurate knowledge on natural medicine, its philosophy and practices have been orchestrated by factors such as greed, selfishness and ignorance. “But it is only the truth that shall set Africa and the rest of the world free. Tradi-Practitioners will not engage a physical battle. Ours is a natural war we are waging against those fighting traditional medicine,” Dr Fru said. He will invite the media to rally behind traditional medicine, saying only the truth will free mankind from mental bondage.

Dr. Fru said traditional medicine is being relegated to the back burner by individuals in position of power because of the money pumped in by promoters of conventional medicine. “This is misplaced priorities,” he fumed.

Inspired by the Islamic faith, Dr Fru said “For every ailment, there is a cure,” adding that the popular view that certain diseases are yet to have a cure is only within the orthodox medicine, stemming from the limitation of modern science.

He will also find solace from the Bible, quoting from the books of Hosea and Proverbs respectively, which indicate that traditional medicine is God’s gift to mankind.

Dr. Fru said the practice of traditional medicine goes beyond conventional or western science because it extends beyond the narrow, materialistic world view, thereby raising medicine to an art of healing.

In a question and answer session after his remarks, Dr Fru said traditional medicine is a calling, not something handed over to individuals. “I was not initiated into traditional medicine. Mine is a calling,” he mentioned.

He said Tradi-Practitioners are not intellectuals but they work with intuition. “However, those of us – modern traditional doctors use our knowledge and intuition and so our medicine is different,” he noted.

Publisher of Summit Magazine, Williams Kange Wasaloko, part of the media executives at the press lunch said traditional medicine is good and has evolved with time. “All tablets are made from plants. But I will like to see traditional medicine move forward, whereby it is scientifically tested. If we can have laboratories where the mixtures are done and given certification like what happens to generic drugs, it will be good for the betterment of all. There is need for Tradi-Practitioners to work in tandem with those in conventional medicine for us to determine the dosage of their medicine.”

L’ancien ministre des Finances et du Budget a été nommé mardi 18 juin par le président de la chambre haute, Marcelin Niat Djifendji.

Une semaine à peine après son élection à la tête du tout premier Sénat de l’histoire du Cameroun, Marcel Niat Njifenji est passé aux nominations. Le président de la chambre haute du parlement a nommé Michel Meva’a M’Eboutou, au poste de secrétaire général. L’ancien ministre des Finances et du Budget n’est pourtant pas un inconnu de la sphère politique camerounaise. Réputé pour être l’un des proches et fidèles serviteurs du président de la République, Paul Biya, Michel Meva’a M’Eboutou a gravi tour à tour tous les échelons de la vie politico-administrative.

En effet, Michel Meva’a M’Eboutou a commencé ses classes à l’Ecole nationale d’administration et de magistrature (Enam), où il sort nanti d’un diplôme d’administrateur civil principal. En 1992, Michel Mea’a M’Eboutou remplace Efoua Mbozo’o, secrétaire général d’alors de l’Assemblée nationale, suite à son limogeage. Durant onze ans, le fils du département du Dja et Lobo joue son rôle de secrétaire générale de la chambre basse. En 2003, son rôle de secrétaire est incompatible avec celui de ministre des Finances. Il est donc remplacé. Contrairement à sa mission jugée satisfaisante comme secrétaire général de la chambre basse du parlement, Meva’a M’Eboutou ne parvient pas à atteindre le point d’achèvement de l’initiative Pays pauvres très endettés (Ppte) en temps que ministre des Finances et du Budget.

Michel Meva’a M’Eboutou s’est aussi rendu célèbre par son rôle en temps que l’un des principaux témoins, dans l’affaire Marafa Hamidou Yaya, Yves-Michel Fotso et compagnie contre l’Etat du Cameroun en 2012. On se souvient que, suite à cette affaire de l’avion présidentiel, certaines rumeurs faisaient état de ce qu’il avait même quitté le Cameroun. Il n’en était rien bien sûr. Mais, son image avait pris un coup, comme en 2003, lorsque certaines langues racontaient qu’il avait été vu avec une mallette contenant des milliards.

Des rumeurs qui n’ont visiblement pas eu du crédit auprès du président du Sénat, Marcel Niat Njifenji, lors de sa nomination. Le président de la chambre haute a également nommé Bernard Wongolo, comme secrétaire général Adjoint du Sénat.

Cameroon Minister of Communication, Issa Tchiroma Bakary, at the conference hall of his ministry organized a press conference to inform Cameroonians on the upcoming of the first ever summit of heads of states and governments of Economic Community of West African States on maritime safety and security in the Gulf of Guinea. The summit is scheduled for the 24th and 25th Of June 2013.

The summit, according to the Minister, stems from maritime crimes recorded by the International Maritime Organisation in the Gulf of Guinea as follows: 46 attacks in 2009, 38 in 2010, 53 in 2011 and 60 in 2012. Among these crimes were armed robberies, diversion of oil tankers loaded with crude oil, kidnappings of oil operators in demand for ransoms, illegal fishing which hinder the development of local communities and drug trafficking from Latin America to Europe and Africa. The United Nations Office Against Drug And Crime in 2010 reported 18 tons of cocaine valued at $1.25 billion dollars were transported to South Africa.

Member countries of the region to attend the summit are Ghana, Togo, Benin, Nigeria, Cameroon, Equatorial Guinea, Gabon, Sao Tome, Angola and Congo.

Pour la première fois de l’histoire du Cameroun, les deux chambres du parlement entrent en session ordinaire du mois de juin ce jeudi à l’hémicycle de Ngoa-Ekelle.

Pour des raisons pratiques et des besoins infrastructurelles, la chambre haute va tenir sa toute première session ordinaire du mois de juin à 11 heures précises dans l’hémicycle de Ngoa-Ekelle. A 16 heures dans l’après-midi de la même journée, la chambre basse, c’est-à-dire l’Assemblée nationale, va entrer en session ordinaire du moi de juin en cours.

Ces sessions historique de l’assemblée nationale et Sénat viennent confirmer la volonté affichée et nécessaire des deux chambres du parlement de fonctionner ensemble de manière à compléter les dispositions légales en la matière. Mais elles viennent surtout confirmer que le sénat est en marche et ne compte pas trainer les pas. D’ailleurs le président de l’auguste chambre l’a réitéré hier après son audience de plus d’une heure au palais de l’Unité. En effet, Niat Njifenji Marcel a été reçu en audience par le président de la République. Les deux hommes se sont entretenus sur la mise en place du sénat, selon le président du Sénat. L’ambiance était visiblement très détendue entre les deux amis du lycée général Leclerc. Beaucoup s’accordent à dire que jamais l’hôte du chef de l’Etat n’a été si chaleureusement reçu par ce-dernier qui avait du mal à contenir ses émotions. Le chef de l’Etat avait le sourire jusqu’aux oreilles et semble être satisfait du travail de marcel Niat.

C’est un véritable baptême de feu pour le sénat qui doit saisir l’occasion pour apprendre beaucoup de l’Assemblée nationale. Il s’agit tout d’abord des locaux. Puisque le sénat n’a pas encore de locaux disponibles, il est obligé de partager ceux de l’Assemblée nationale en attendant la construction à venir d’un parlement plus vaste et plus spacieux. Ce qui transforme du coup le palais des verres de Ngoa-Ekelle en parlement provisoire du Cameroun. Le sénat doit également s’inspirer des textes de fonctionnement de l’assemblée nationale pour se construire un model de gestion des affaires courantes. Il s’agit entre autres du règlement intérieur, du salaire des sénateurs, des indemnités et autres frais de missions. Le sénat devra également apprendre pour ce qui de la sécurité ou du protocole. Le personnel affecté à l’Assemblée nationale devra obligatoirement prêter leurs services aux nouveaux colocataires.

Cette session ordinaire du sénat marque également le début d’une cohabitation institutionnelle indispensable entre les deux chambres du parlement. Comme le prévoit la constitution, les sénateurs devront se réunir trois fois par ans. Au cours des sessions ordinaires pour effectuer leur travail de régulateur des lois issues de l’assemblée nationale, mais aussi de contrôleur de l’action du gouvernement.

Rappelons que cette session se tient alors que le nouveau président du sénat vient de nommer Meva’a Meboutou au poste de secrétaire général de la chambre haute.

Le feuilleton Iya n’a pas encore fini d’alimenter les chaumière. Ce matin, la presse nationale et internationale s’est intéressée au cas de l’ancien président de la fédération camerounaise de football (Fécafoot) et non moins directeur inamovible de la société camerounaise de développement du coton(Sodécoton).

Dans l’après-midi du mercredi 19 juin 2013, la nouvelle a fait le tour des rédactions de la cité capitale et même d’ailleurs. L’intouchable Iya est en ce moment en train d’être transféré tout d’abord au niveau du tribunal criminel spécial (TCS). L’audition de monsieur Iya va durer une éternité. Non seulement la presse est incapable de savoir à quel moment elle a commencé, mais aussi parce qu’elle ne peut que spéculer sur l’heure à laquelle elle s’achève.

Rien n’a filtré de la toute première audience de l’affaire Iya, une audience fermée au public. Selon des sources bien introduites, le président Iya va être ramené à sa cellule du secrétariat d’Etat à la défense (SED). Entre temps, toute la presse est focalisée sur les élections annoncée au niveau de la Fécafoot. Lesquelles élections n’auront pas lieu jusqu’à 20 heures, heure locale. Certaines sources proches de la fédération déclare que le Premier ministre chef du gouvernement Philémon Yang aurait demandé à rencontrer la délégation de la Fifa présente, ainsi que les membres de la fédération afin de mettre sur pied un bureau de transition de deux ans pour assurer la gestion du football camerounais, le temps de revoir les textes et donc d’organiser une élections libre et transparente.

C’est donc après cette réunion de crise à la primature que les nombreux délégués électeurs représeentant autant de soutiens inconditionnels et éhontés du manitou Iya, ont eu l’ingénieuse idée de se réunir en cachimini afin de trouver un nouveau président. Il ressort de ces élection que le nouveau président de la fécafoot s’appelle Iya Mohammed.

C’est donc à l’annoce de ce résultat que le transfert de monsieur Iya a été effectué selon des sources policières. Il a donc été immédiatement transféré à la prison centrale de Kodengui d’où il attend la suite de son procès.

Depuis le début de l’opération entamée le 22 mai 2013, environ quatre personnes ont été interpellées pour «fraudes électorales» dans la capitale économique du Cameroun.

Des inscrits, munis de leur récépissé d’inscription et de leur Carte nationale d’identité (Cni) se rendent depuis le 22 mai 2013, aux antennes de Douala 2^ème au quartier New-Bell et à Douala 1^er au quartier Bali pour récupérer leurs cartes. Et cette opération n’est pas sans incident. En effet, de nombreuses irrégularités sont observées depuis le début des distributions. D’après Désiré Grâce Ngasse, chef d’antenne communale du bureau de Bali, des problèmes d’identité se posent au moment du retrait des cartes.

«Lorsqu’ils s’inscrivaient, ils n’étaient pas attentifs lorsqu’on leur remettait les récépissés. Du coup, lorsqu’ils viennent récupérer leurs cartes, on se rend compte qu’il y a des problèmes d’affiliation», explique-t-il. Dans certains cas, les photos de ces potentiels électeurs ne correspondent pas au profil des inscrits. Certaines personnes viennent récupérer leurs cartes biométriques avec des Cni qui ne leur appartiennent pas. D’autres sont tout simplement inscrits dans plusieurs centres de vote, ce qui crée une confusion.  A l’antenne communale de New-Bell, les mêmes problèmes sont répertoriés.

Quatre personnes interpellées

Au milieu de ces multiples irrégularités, quatre personnes ont été interpellés pour «usurpation d’identité». Ils se sont inscrits avec des Cartes nationales d’identité ne leur appartenant pas. D’après le chef de l’antenne communale de Douala 2^ème, Zakari Mohamadou Abdou, c’est après avoir constaté la fraude qu’ils ont saisi les forces de l’ordre. Ce qui a conduit à l’arrestation de ces «fraudeurs».

Depuis le 22 mai 2013, environ 20 000 cartes biométriques ont été retirées au bureau de Douala 2^ème à New-Bell. A l’antenne communale de Bali à Douala 1^er, on dénombre environ 500 retraits de cartes par jour.

Le journaliste Richard Bondol attend dorénavant une assignation à comparaître devant le tribunal. Le directeur de publication de l’hebdomadaire «L’Equation » a été entendu le jeudi 20 juin 2013 à la Délégation régionale de la police judiciaire du Littoral (Drpjl) à Bonanjo. Il répondait ainsi à une plainte déposée par le sénateur Chief Tabetando. Le journaliste est accusé par le sénateur de «publication de fausses nouvelles » suite à un article paru dans L’Equation N°088 du 30 avril 2013. Cet article est intitulé : «Euroil S.a. Un sénateur dans le trafic des produits pétroliers et pollution marine».

Dans cet article, le nom du sénateur Chief Tabetando y est mentionné comme celui du Pdg de Euroil Cameroun. D’après un communiqué du Syndicat des journalistes employés du Cameroun (Sjec), ce sénateur avait tenté d’intimider le journaliste Richard Bondol après la publication de l’article. «Pourquoi avoir refusé d’user du droit de réponse ? Pourquoi préférer le tribunal à cette possibilité qu’offre la loi sur la communication sociale ? (…) Si d’aventure les informations reçues par Richard Bondol étaient inexactes, pourquoi ne l’avoir pas dit, pourquoi avoir joué au chat et à la souris et pourquoi ce réveil tardif ? », S’offusquait le secrétaire national chargé de  la communication au Sjec, Georges Ndenga.

Dénonciations

Cette situation de Richard Bondol vient une fois de plus mettre la lumière sur la situation des journalistes au Cameroun. En effet, un communiqué  du Comité pour la protection des journalistes (Cpj), daté du 17 juin 2013, dénonce les menaces dont sont victimes des journalistes de la part d’un officier supérieur du Bataillon d’intervention rapide (Bir) au Cameroun. «Nous demandons aux autorités judiciaires de mener des enquêtes crédibles et de sanctionner tout militaire impliqué », a déclaré Mohamed Keita, coordonnateur du Plaidoyer pour l’Afrique du Cpj.

Bishop Joseph Befe Ateba of Kribi Diocese, who doubles as the President of National Communication Council, NCC, has said press freedom without any basic requirement or benchmark is inconceivable given that it is always exercised within a society where other fundamental freedoms of the individual have to be preserved.

On the third lap of a nation-wide tour in Buea, Wednesday, June 19 2013, Mgr Befe told media owners, journalists and students of journalism from the University of Buea, UB that the reference to professional ethics appears thus as a necessity. “The inclusion of such a necessity allows actors in social communication to comply with the rules and procedures to follow, to act well in their various activities,” he said.

In the meeting with journalists practicing in the Southwest Region, the NCC chair said he was not only on an awareness campaign to inform media practitioners on the January 23 2012 decree reorganising the NCC, which marked a substantial development in the statute and missions of the body, the NCC is poised to put order in the sector and also work to protect and enable media practitioners make gain from their practice.

The campaign, which started in Yaoundé, on September 15, 2012, continued in Douala and Buea, June 18 and 19 2013 respectively, focuses on “Stakes and Challenges in the Regulation of the Communication Sector in Cameroon”.

“The NCC awareness campaign is to let media men and women know what the regulation of the media sector in Cameroon is all about. The NCC is not a punitive body,” the chair said. He will add; “Our missions include ensuring the promotion of press freedom, emergence of a professional and responsible communication, the protection of peace and social order in the media sphere and to protect the viability of media houses.”

According to the NCC boss the doors to journalism in Cameroon will in the nearest future be shut from adventurers and unethical practices in the media landscape, promising hard times those who go contrary to the regulations in force.

Coming on the heels of complaints about immoral journalism practice, coupled with the invasion of the profession by quacks, Mgr. Befe said since the installation of its members on March 6, 2013, the NCC has received over 60 complaints on various cases of violations of professional ethics. Unlike before when the NCC was a simple advisory body, it now has more powers to deal with complaints against journalists and media organs since it is now a regulatory and consultation body with legal personality and financial autonomy.

The NCC Executive was reassuring, noting that through its decisions and opinions, the Council can ensure, among other things; the respect of laws and regulations on social communication, ethics and professional norms, the independence of public and private communication services, promoting the ideals of peace, democracy and human rights, equal access to the media, especially during elections, freedom and responsibility of the media and the protection of the dignity of people, including children and youth in the media.

Though the promises were taken in good strides to overhaul the media landscape, practitioners raised some worries; the closing down of media organs and suspension of programmes, the question of who is a journalist in Cameroon, the issue of poor pay of journalists especially those in the private sector and the imbalance in Government advertising. These were recurrent in the series of questions raised to the NCC chair and his collaborators.

The subject of who a journalist is in Cameroon and the criteria for becoming one was identified as the main cause of the inundation of the profession by charlatans.

Mgr. Befe recognized the difficulties encountered by the private press and that poor pay for most journalists was a problem. He will suggest that journalists be paid according to their training while assuring that the Council will make recommendations to cater for some of the worries noted.

He told media owners to be on the side of the law, enjoining them to regularise their situation, saying the sledgehammer will fall very soon. “However, the Council’s sole mission is not just to punish but also to protect journalists,” he mentioned.

Charles Ndi Chia, member of the Council resident in the Southwest Region and Editor-In-Chief of The Post Newspaper said journalists have to be responsible in the way they pursue their work adding that the NCC is a partner to the communication family in Cameroon.

Matute Menyoli of Mt. Cameroon FM, Buea, found in the outing of the NCC Executives a determined and ready effort to communicate to the users and observers of the institution. “This puts to rest the ill-feelings and wrong impressions some people have had of the Council. From the interactions with the media men and women, we are now convinced that the NCC is serious and out for real business.”

He prayed the Council to give a definition to who is a journalist in Cameroon, look into the pay packages of journalists practising in the private sector and reinforce the need for capacity building opportunities.

Before the heavily attended meeting with media owners and practitioners, Mgr. Befe made a courtesy call to the Southwest Regional Governor, Bernard Okalia Bilai. The latter entreated the former to get not only the local media involved in the celebrations marking the fifty years of the reunification of Cameroon slated for Buea.

Okalia Bilai also expressed a worry that a good portion of the Region do not receive CRTV signals and some newspapers of the country, “hence they are not abreast with government actions and other national developments,” he said.

Same worries were noted during the stopover at the CRTV Southwest Regional Complex, where the Director, David Chuye Bunyui said Ndian Division is still out of all Cameroonian telecommunication networks. “MTN and Orange Cameroon respectively are not present out there. CRTV is not present. When you are in that part of the country, it is Nigerian, Equato-Guinean, BBC and RFI radio stations that dominate,” Chuye mentioned.

A Bishop he is, Mgr. Befe could not saunter into Buea without checking on his spiritual brother, Mgr. Immanuel Bushu, Bishop of Buea Diocese. Both men shared ideas on how to facilitate communication between Buea Diocese and the NCC.

The Director General for National Civic Service Agency for Participation in Development Mr Ayuketah Oswarld Tambe officially announces the 2013 training session for volunteers. The creation of this agency by President Paul Biya was aimed at training youths and providing subvention to make them self sufficient.

Over 6000 youths were trained in 2012 and the sum of 770,000,000 CFA Francs was allocated by the government to assist youths in establishing small businesses and agricultural projects.

Mr. Ayuketah, in a press conference organized at his ministry, told the press that as per 2013, the number of volunteers will be reduced to 1,000 participants to function with a budget of 1.4 billion CFA Francs due to lack of enough funds to run the program; for that reason they have decided to look for partners like embassies and non-govermental organization to assist both financially and materially.

Priority will be accorded to Mbororos, Pygmies, street children, and frontier zones like Akwaya and Ekok.

As criteria for selection, a candidate has to be of Cameroonian nationality, age between 18 and 45, volunteer must be ready to work as a group, pregnant girls because of their delicate state are exempted, and finally the volunteer must have a stable career.

A form will be provided by the Civic Service Agency which will carry personal information of volunteers, their level of education, place of residence, domain of competence, person to contact in case of accident.

There will be creation of civic service centres in the less privileged areas like, Fifinda in the South, Banyo in Adamawa, Langui in the North, Djore in the Centre, Bakassi and Akwaya in the South West regions respectively.

Friday, June 21 2013, NEF’s Limbe Branch Manager, Vera Njembelle and UB’s Vice Chancellor, VC, Dr. Nalova Lyonga, jointly launched the Professional Orientation in Public Environment, POPE stand.

Described as one of NEF’s major programmes, the POPE has as objective to disseminate useful information for job seekers in order to increase their opportunities of insertion in the job market.

According to NEF’s Njembelle, her institution is ready to give ample information on the different stages for one to go through in order to become a successful business operator. “This is open to everybody, make it profitable by coming to consult the POPE, talk to others about it and our staff are set with more information, your questions and answers for them,” she said.

She explained that this is the time to prepare students, who are prospective job seekers for the market, noting that the aforementioned tools will help them to be competitive in the job market. “UB is the perfect place to do it. They have a large population of people who will be joining the job market in the short term. We need to prepare them for that,” Njembelle added.

The NEF official expressed worry that not many job seekers are coming to their office, saying they have a lot to offer and it cannot be possible if people do not approach them.

UB VC noted with delight NEF’s presence on the campus, while encouraging her students to visit the POPE billboard, constructed just after the second gate in the campus. “Our students should read that board religiously and be aware of what is happening. After that they should go back to NEF and ask questions. This is a privilege for UB, we will love to hear from NEF regularly, hold a series of conferences with our students, especially those in the final year,” Nalova requested.

She saw in the gesture the entrepreneurial skills that UB has opted for, saying it is going to reinforce the awareness one needs after being a student and stepping out to the world of work. “This is a good partnership that we look forward to inset into the UB calendar so that our students have it in perspective and it is not haphazard. UB is a stepping stone for the outside world. So, the thoughts for that should begin now,” she advised.

After the implanting the POPE in UB, the NEF information caravan moves to Mamfe, Manyu Division to talk with the population out there and to subsequently begin negotiations with some higher institutions in the private sector.

A structure created by the government of Cameroon, the National Employment Fund is out to promote employment across the country, with a mission to disseminate useful information on the job market, sponsor trainings in various skills, gives financial support for the kick-start of micro-enterprises, self employment structures and inserting the unemployed in the job market.

Over 300 students, 17 administrative staff and lecturers of the University of Yaounde II received attestations from Turkish ambassador, Ouma Farouk, for media training at a ceremony that took place at Salles Des Actes.

The ceremony was chaired by Oumarou Bouba, Rector of the University. Officials present were Ouma Farouk, Turkish Ambassador to Cameroon, Mrs Elomo Ntonga Lissette, Secretary General at the University, Dr. Itir AKDOGAN, International Social Media expert from Turkey. Lecturers, and administrative staff and students of the university were also present.

Operating under the theme, ”For the students with the students,” the University aims at making the media an easy tool for communication by training students. The global plan is to transform and upgrade the university’s website with interesting and educative programs which will attract students, administrative staff and lecturers to communicate, and the general public can also be informed about the institution.

The University’s points of interest for the training were the following:

- To enable students register into the institution via the media without necessarily going through the stress of depositing documents.

- To ease publication of lecturers’ contact information to be readily available to students.

- To ease publication of general information and students’ results instead of the traditional method of pasting on the walls where the results are destroyed by rain or recalcitrant students.

- To involve students in decision making.

- And above all to ameliorate the technological competence of students.
It is due to the above reasons that the University organized the first phase of the training for the use of social media that took place on the 18^th to 22^nd of January 2013.

This training took five days to complete.  Lectures and practical work was done under the supervision of Turkish media expert, Dr. AKDOGAN.

The second phase took place on the 22^nd of June, 2013. This was the award ceremony.  The Turkish ambassador, His Excellency, Ouma Farouk, awarded participants for their completion of the social media training.   The ambassador mentioned that the 21^st century is full of technological innovations and therefore a country like Cameroon should invest on educating the youths in Technology through media.

During the award ceremony, participants were advised to put into practice what has been thought. Promise, who was one of the students, said the training session was an eye opener to him. “I can now use twitter to communicate, I have learned to use the media for other important things like researching, apart from just chatting with friends,” Promise concluded.

There was much ambiance at the premises of Maire D’ EKounou (Yaounde, IV Council) as artists turn up in their numbers to join the rest of the world in celebrating “The World Music Day.”

The Minister of Culture, His Excellency Ama Tutu Muna, was represented by the Regional Delegate for Culture, Mr. Martial Alain Elounmndene.  Also present were artists like the doyen Petit Joseph, Auto Marcellin, Boli Bolingo, Miss Charlotte, Christian Midja and Coco Argentine.

Though artists played life music with the help of a life orchestra by the Byis Band Group, there was equally a traditional group called Akomo Mba Du Cameroun.

The theme of the day was “La Voix” meaning “The Voice” which was explained by Mr. Elounmndene in an exclusive interview. “The theme is a call to all artists in the national territory to professionalize music, because good music will encourage the audience to buy their works of arts,” added Mr. Elounmndene.  He also went on to say that music has a place in the society and good music is educative.

The legendary Auto Marcellin called on young artists to be hard working and avoid the easy way  that may finally became the had way. He cited the following young artists who are hard working and examples to emulate: Chalotte Depanda, X-Maleya and Caress Fotso Boli Bolingo.  Marcellin believes that a disciplined artist will go places.

Mgr. Joseph Befe Ateba, President, National Communication Council, NCC and his team of nine members are up and working. On the third lap of national tour in Buea, recently, the NCC chair did not only connect with journalists across the Southwest Region, he had a message for them. In this exclusive interview after that successful gathering, he gives the kernel of his message and more.

Excerpts:

What is the message you brought to the owners of media houses and journalists practising in the Southwest Region?

The message is same I am taking to all the ten Regions of Cameroon. They should know there is the National Communication Council, NCC that was reorganised following the Presidential Decree of March 23 2012 and it gives the NCC the power to exercise its mandate of regulation and consultation. It does not mean that we are out to stifle the press. We are out to rebuild and tell the press what we are supposed to tell them. We also have a duty to protect the profession of journalism, which is sensitive in our country, to make it contribute, effectively in the life of the nation.

How will you work with journalists to build a profession that some observers say it is losing its value?

There are many things to be done; starting with the definition of who is a journalist in Cameroon. We tackled this issue in the last national communication forum. The question was asked; who is a journalist in Cameroon? We attempted a definition, following that given by UNESCO. But we also said that Cameroonian journalism should be closed from intruders; it should not be open for anyone to come in as they want. It should be an occupation for a true journalist, who wants to serve and get remuneration as a journalist. If journalists are not properly remunerated, you will find them do anything. We talked about the revamping of the Collective Convention, which seems to have an elastic implementation now, making media organs to be enterprises and not something somebody is carrying in a briefcase; a postal address, an email, reliable contact numbers and a bank account to prove that the owner can maintain the company and pay his workers. If these are not spelled out then a media organ is not in existence. The media owner must prove that those working for him have the necessary experience to be a journalist. It is not just writing an article in a newspaper or to speak on the radio and TV that make one a journalist. This should be backed by academic and professional assurance.

Is there a time-frame you are working on for us to have a definition of who is a journalist in Cameroon?

I do not know how to define it. A journalist, according to UNESCO is someone who is trained for that, who makes his or her living from journalism and its activities. In Cameroon, I cannot put a finger on it. On the issue of a press card, a commission was set up to manage that yet we still have a lot of complaints from that direction. However, there are strong arguments that the responsibility should be given to the NCC, we are not claiming that yet, but if we are given, we will do a better job. The prevailing situation is that anybody in Cameroon has the press card and by virtue of that anybody becomes a journalist.

Despite the recent sanctions you meted out to some media houses and individuals dabbling in the journalism profession, there are still a lot of lapses, following more than 60 complaints you have received. What are you doing to fix the situation?

People were not used to this phase of the Council. The former Council was an advisory and consultative board. It did not do any harm and had no power. When we started striking, a lot of journalists began to sit up. A lot of them are confessing and we have to keep on with that spirit. Journalists have to be careful. The Council will not rest on its laurel. We are moving forward. For those who are yet to comply with the advice we have been dishing out, if we use all our powers, they will cry. This is a bitter message, but I have to pass it on.

How is the NCC going to assist the private press get more adverts so that they can be sustained? It is a recurrent worry.

In the mandate of the Council, we have an advisory dimension. We are in a position to advise the government on ways that can uplift the press in Cameroon – be it private or public, especially the private press. In our sessions in the Council, we will make it an issue, ad-hoc committees will be set up to discuss it and bring forth proposals.

To avoid friction with the NCC, how will you want journalists to practice their trade?

Let them stick to the ethics. They know them. When they abide by them, there will be no problems. If you are in the private sector, without an authorisation, you better start looking for it.

Government subvention to the media in some countries is worth billions in FCFA, in Cameroon it is not the case…

Communication is a key sector. The new Council is in motion. There are so many things to take care of. We will not do all in one day. All the issues raised are in our agenda. We will go gradually. Now, we want to put order in a sector that is infested by all sorts of intruders. All the worries mentioned will be addressed at the appropriate time.

Bishop of Kribi Diocese and President of the National Communication Council, how do you manage the two?

I am an organised man. I am in control of all what is going on in my Diocese. Within four years, I have built ten presbyteries, four schools and a hospital is under construction. I am on regular pastoral visits, visiting my parishes and bringing to them the cocoa trees, banana and plantain that I promised them after my Episcopal Ordination. My Diocese is moving and not abandoned. I am building a Bishop’s House that will go operational on January 31 2014. I wish you come and see what we are doing in Kribi.  The Nuncio is aware of what is happening and I always communicate to him my agenda.

constaté qu’il y avait plus de sable en cet endroit », explique-t-il. Comme Eric, plusieurs jeunes sont occupés en cette matinée de samedi du mois de juin à la carrière de Logmanyangui à Douala. Certains sont plongés dans des mares d’eau. D’autres sont placés dans des trous. Armés des pioches et des pelles, ils sont tous à la recherche du sable aux couleurs blanche, jaune et rouge.

«Un client m’a passé la commande d’un camion de sable pour ce jour», explique Serge, la vingtaine, plongé dans une mare d’eau. Le jeune homme tire l’essentiel de ses revenus dans la vente du sable issu de la carrière de terre. A l’en croire, à la fin d’une semaine, son revenu varie entre 40 000 et 50 000 F. Cfa. Une somme qui le permet de satisfaire ses besoins et ceux de sa famille. Comme Serge, Manu, père de deux enfants, ne vit que
grâce à la carrière. Avec l’argent du sable vendu, Manu s’est construit une maison. «J’ai économisé pendant trois ans pour acheter mon terrain. Cette activité est très avantageuse. Mais, pour la mener à bien, il faut être résistant », dit-il.

La mort rôde autour

En effet, les sableurs rencontrent beaucoup de difficultés. Ils perdent parfois leur vie lors des éboulements de terrain. Ils sont d’ailleurs estimés à plus d’une dizaine, le nombre de sableurs morts lors de ces éboulements. Eric Foiadin raconte qu’’en février 2008, lors d’un éboulement de terrain, il a été englouti à plus de 3 m de profondeur par la terre. «Heureusement pour moi, un ami avait vécu la scène.

Une vue de la carrière

Il a alerté les autres et ils m’ont aussitôt sorti de là », se souvient-il. Un danger qui ne les empêche cependant pas de continuer à exploiter la carrière de terre de Logmayangui. « Nous économisons l’argent que nous gagnons ici pour pouvoir réaliser nos rêves. Certains paient leur scolarité avec cet argent, d’autres veulent ouvrir leur atelier. Chacun a un but à atteindre», dit Patrick Mbakop, le plus ancien sableur de la carrière.

Du coup, ce sont plus de 400 cartes grises bloquées et autant de véhicules non immatriculés. En effet, le nommé Kassala travaille au service des immatriculations. Depuis le mois de janvier 2013, il aurait perçu de l’argent pour acheter des timbres qui devaient permettre la délivrance de cartes grises.

Depuis cette date, les usagers de ce département ministériel n’ont jamais plus entendu parler de leur pièce. Selon un des usagers furieux rencontré devant l’immeuble abritant les services de la délégation, « chaque fois que nous venons ici, on nous dit qu’il manque juste une signature, celle du ministre apparemment. Nous sommes passés tellement de fois et nous avons été renvoyés autant de fois. C’est donc à cause de nombreux contrôles de la police qui nous contraignent à faire un pied de grue ici, afin que nous soit remis nos cartes grises dont tous les frais relatifs à leur établissement sont versés »

Les usagers furieux qui ont  envahi le siège de la délégation hier matin ont menacé de lyncher le délégué régional Jean Claude Voundi Nkana jusqu’à ce que la police intervienne. Ce n’est qu’à partir de ce moment que la vérité sur la disparition des frais de timbres a été révélée au grand public. Longtemps étouffée, l’affaire a refait surface. Il se trouve entre temps que les collègues du nommé Kassala l’ont perdu de vue. Et pour rassurer la foule en furie, le délégué régional a demandé aux concernés de payer une fois de plus les timbres relatifs à l’établissement de leur carte et elle leur sera livrée dans de bref délais.

Seule une partie des manifestant c’est pliée à cette exigence au regard des contrainte de temps. C’est le cas de Joseph G. Mvondo qui dit être contraint de payer parce que son véhicule de marque Avensis se trouverait actuellement à la voirie municipale pour défaut de carte grise. Il doit donc se dépêcher à la faire sortir dans la mesure où chaque nuit passée là lui vaut 5000 F. une autre partie de personnes, plus nombreuse, a décidé de ne pas donner le moindre radis de plus. Ils ont donc déposé une plainte qui est actuellement entrain d’être examinée par les autorités compétentes.

La candidate à la présidence de la Fécafoot a fait un grand déballage au sujet de grosses sommes d’argent perçues par les membres de cette institution.

A commencer par Seidou Mbombo Njoya a qui j’ai remis 5 millions de francs le 18 juin a 1 heure du matin… Tombi A Roko a reçu 13 millions… Mveng Francis a reçu 5 millions devant Benoit Assam… Alors J’accepte que j’ai corrompu et qu’on nous radie tous (de la Fécafoot). Elle n’est pas passée par quatre chemins pour discréditer tous les membres du bureau exécutif de l’instance faitière du football camerounais. Sur une vidéo de la chaine de télévision Canal2 international, on la voit agresser un membre de la Fécafoot à qui elle réclame ouvertement la rondelette somme de 2 millions de franc Cfa.

Marlène Mevoutou fait donc des aveux publics sur les manœuvres peu orthodoxes qu’elle aurait tenté de mettre sur pied pour atteindre le sommet de la Fécafoot. Par tous les moyens donc, y compris celui de la corruption, la candidate aura tout essayé, allant même jusqu’à obtenir la parole de ceux qui allaient plus tard l’abandonner au profit de monsieur Iya Mohammed.

L’heure est au déballage. Il n’y a plus rien à cacher que l’on nous radie tous de la Fécafoot déclare Marlène, déterminée à aller jusqu’au bout de son action. Pour démontrer son engagement à poursuivre sa chasse aux sorcières, elle a même déposé une plainte au tribunal contre tous ceux qui auraient perçu de l’argent venant d’elle. Et pour preuve, elle avait pris la peine de convoquer des témoins au moment où elle remettait ces sommes importantes d’argent. Du coup, Marlène estime que c’est une preuve suffisante devant un tribunal pour condamner les mis en cause et peut-être pour lui restituer son argent.

En tout cas tant que son argent ne lui sera pas versé, Marlène ne lâchera pas ses gourous d’une semelle. Elle compte bien leur faire rendre gorge coûte que vaille. Pour le faire, elle parcourt les chaines de télévision et de radio pour annoncer la vérité à tous les camerounais. Même si cela devait lui coûter son poste à la Fécafoot, elle ne peut plus reculer. Elle bien prit la mesure de son action.
